Head of Government Relations

About Solcoa Solcoa is rebuilding Western metallization from the ground up, starting with rare earths. For thirty years, China has owned the rare earth value chain — not because of geology, but because of chemistry. The processes that turn ore and scrap into separated rare earth metals were industrialized in China, and the West, for the most part, has tried to win by copying them. We don't think that works. The path back runs through invention, not imitation — the same path Charles Hall took in 1886 when he invented the electrolytic process that broke the European aluminum monopoly and built Alcoa. We produce NdPr and DyTb metal alloys at >99.5% TREM purity using a proprietary pyrometallurgical process. We feed end-of-life NdFeB magnets, manufacturing swarf, and oxide feedstocks directly into metal, with an already China-competitive cost structure. We operate a 31,000 sq ft pilot facility in Alameda, California. Why this role, and why now The policy moment for this company is the largest one in a generation. The One Big Beautiful Bill Act put roughly $8 billion of capital behind the U.S. critical minerals industrial base — $5B of the new Industrial Base Fund carved out for critical minerals, $2B for the National Defense Stockpile, $500M of OSC credit subsidy translating into billions of loan authority, and $1B of fresh DPA Title III appropriation through FY2027. DFARS 252.225-7052 takes effect on January 1, 2027, banning Chinese rare earth magnets from the U.S. defense supply chain. Solcoa has to win in this environment. We're hiring a Head of Government Relations to make sure we do. This person will own our entire government-facing surface area, and will report directly to the CEO. What you'll do Own Solcoa's federal strategy end-to-end — across the executive branch, the Hill, and the agencies that matter most to the critical minerals industrial base. Build and maintain relationships with the policymakers, staffers, and operators whose decisions shape our market. Pursue and structure government-backed financing and procurement opportunities as they emerge. Track and shape the trade and industrial policy landscape — China export controls, allied-sourcing frameworks, defense supply chain rules — and translate it into commercial advantage for Solcoa. Engage at the state and local level where it matters, including California. Work with the BD and lobbying team to turn policy momentum into customer wins. Who you are We're looking for someone early-to-mid career who has already done real work in this space and is ready to own a function. Specifically: 5–10 years in federal policy, lobbying, or government — some combination of executive branch (DoD, DOE, Commerce, USTR, NSC, NEC), the Hill (SASC, HASC, ENR, Natural Resources, Select Committee on China), a top think tank (CSIS, CNAS, SAFE), or a critical-minerals-focused government affairs practice. Real working knowledge of DPA Title III, the OSC, DFARS, and how DoD writes critical‑minerals contracts. You don't need to have closed one of these deals yourself, but you need to know exactly who to call and what diligence looks like. The instinct of a founder, not a staffer. You want to build a function from scratch, not inherit one. You'd rather close a deal than write a memo about closing a deal. A strong point of view on China, critical minerals, and the defense industrial base you can defend. D.C.-based, with a willingness to travel to our Alameda facility at least monthly. What we offer Competitive base salary. A meaningful equity package. Comprehensive health, dental, and vision insurance. Relocation support. Access to an office in DC. Visa sponsorship available if needed. J-18808-Ljbffr

Head of Ecosystem Partnerships

Secfi is the leading platform helping pre-IPO founders, executives, and employees make the most of their equity. We provide tools, capital, and advisory across the full spectrum, from tax and equity planning to options financing and liquidity solutions. We also invest in some of the most compelling late-stage private companies, deploying capital through the equity held by the founders and employees we work with. With a highly differentiated origination funnel, tech-enabled operations, and growing investor demand, we serve tens of thousands of tech professionals and are scaling rapidly. As our platform grows, partnerships with trusted advisors in the startup ecosystem are becoming an increasingly important discovery channel. These partners typically include financial advisors, venture ecosystem participants, and other intermediaries who work closely with founders, executives, and employees at growth-stage companies. About the Role We are seeking a Head of Ecosystem Partnerships to build and scale Secfi's partnerships channel from the ground up. This role is for a builder. You will create Secfi’s partnerships engine: identifying the right partner ecosystems, developing outreach strategies, building trusted relationships, and generating a consistent pipeline of introductions. You'll design the playbook, structure the economics, and do the work: reaching out to potential partners, building relationships, and following through to activation. The right candidate combines strategic thinking with relentless execution. You understand that a great partnership creates a win on both sides, and you use that insight to craft compelling stories and durable strategies. You're comfortable shaping direction, but you genuinely enjoy being in the weeds. You're persistent, you learn quickly from what doesn't work, iterate, and stick with it until it does. A key part of this role is making the partnerships channel institutionalized and scalable, building systems and processes that allow it to grow well beyond any single relationship. Responsibilities Building the channel Build Secfi's ecosystem partnerships channel from the ground up — designing the framework, economics, and materials that make it repeatable and scalable Identify and prioritize the right partner ecosystems: financial advisors, wealth managers, venture firms, accelerators, law firms, and other intermediaries serving founders and employees at growth-stage companies Develop and execute outreach strategies to engage, onboard, and activate partners Structure partnership models that create genuine value on both sides Build trusted, long‑term relationships across the ecosystem — you are Secfi's face to these partners Represent Secfi at industry events and through direct partner engagement Running the channel Own the full partnerships funnel from target identification through activation and referral generation Keep partners active and engaged through enablement, regular touchpoints, and ensuring they have what they need to refer confidently Maintain structured tracking of partner activity and referrals in CRM Route and hand off partner‑generated opportunities to Secfi's BD and liquidity teams Surface market intelligence from your ecosystem conversations back into Secfi's strategy Build the playbooks and processes that allow the channel to scale beyond you Track performance metrics and continuously iterate on what's working Core Qualifications You have at least 8 years of experience (but we care far more about what you've built than how long you've been building) You've been around the startup ecosystem long enough to have real relationships, real scar tissue, and a genuine point of view; but you're still hungry enough to do the work yourself You've built something from scratch before, a channel, a program, a book of business, and you have the results to show for it Comfortable calling on senior, sophisticated audiences: financial advisors, VCs, wealth managers, or institutional professionals. And hold your own in the room Strong commercial instincts. You understand what makes a partnership work for both sides, and you can structure deals accordingly Deeply organized and self‑directed. You don't need a playbook, a team, or a warm intro to get started Bonus Qualifications Experience working with financial advisors or professional intermediaries Experience collaborating with venture ecosystems or startup communities Familiarity with startup equity or employee liquidity challenges Experience building partnership programs from scratch This is a rare opportunity to build a major growth channel from scratch inside a fast‑growing platform at the center of the startup ecosystem. You'll have the autonomy to shape the strategy, experiment with approaches, and build a partnerships engine that scales alongside Secfi. J-18808-Ljbffr
