Position Summary: An Estimator/Project Manager combines the responsibilities of quantifying and pricing work based on bid documents while managing construction efforts to ensure projects are executed in accordance with design, budget, and schedule. This includes coordinating with client representatives, subcontractors, and suppliers. Accurately summarize quantity takeoff and analysis, digitizing earthwork/roadway sections and volumes as directed by the Senior Estimator, ensuring smooth flow of data. Assist with estimate entry into HCSS software and analyze labor, equipment, materials, and subcontractor data. Analyze subcontractor/vendor price comparisons and assist in selecting DBE contractors and vendors. Complete post-bid analyses and help compile final estimate materials. On successful bids, prepare DBE packages and assist with subcontractor/vendor buyouts. Maintain estimating software like HCSS, Bidfax, and Agtek. Assist Project Engineers and Superintendents in creating CPM project schedules, initial project setup tasks, and maintaining project documentation and files. Submit and manage change order logs, project requisitions, and quarterly cost revisions with explanations of variances. Direct project activities alongside the Project Superintendent to ensure milestones are met and job continuity is maintained. Attend project meetings, submit periodic estimates, and ensure all owner documents are submitted timely to prevent requisition delays. Conduct final punch list inspections, complete closeout documentation, and maintain contact with owners for retainage and final payment. Qualifications: Bachelor’s Degree in Civil Engineering, Construction Management, Architecture, or related field. Minimum of 3 years of experience in Estimating or equivalent role. Expertise in Quantity Surveys, material takeoffs, and estimating software. Proficiency in Microsoft Office programs like Excel and Word. Strong understanding of construction documents, blueprint interpretation, and construction processes. Ability to present information clearly, ensuring organized and accurate representations of scope and quantities. Necessary Attributes: Adaptability to different personalities and management styles. The right candidate will have a degree in engineering or construction management, along with three years of experience in the overall direction, completion, and financial outcome of a construction project and/or the administrative activities, with self-perform experience. Prepare change orders to the owner's contract in CMiC. Develop and maintain the contract document logs (design drawings, specifications, ASI, etc.). Update and distribute documents such as design drawings, specifications, RFIs, submittals, potential change items, change orders, schedules, etc. Generate a submittal log at the onset of the project. Review submittals for compliance and compatibility. Expedite submittals as needed to ensure that construction activities aren't delayed. Perform duties timely so as not to delay field activities. Keep progress up-to-date in the project schedule. Modify the schedule as required to reflect changes to the owner's contract. Verify material deliveries for compliance to contract requirements and submittal data. Prepare and submit budget changes. Assign costs to the correct job cost structures. Assist with project closeout; track warranty information, as-built drawings, O&M manuals, test reports, etc. Participate in weekly team meetings. Prepare and submit accurate Quality Control project status project reports. Actively participate in the RFI process to ensure timely receipt, review, response, and close out. Monitor project work for any non-compliance issues and ensure corrective measures are approved, executed, and closed out with documented acceptance. Manage project close-out, including timely management of punch list, commissioning, and transitional system operations turnover. Qualifications: Four-year engineering or construction management degree or equivalent combination of technical training and relevant experience. Minimum of two (2) years of documented experience performing in a construction quality control management role. Comprehensive understanding of construction industry practices and standards, as well as experience with supervision, estimating, scheduling, budget preparation, and project status reporting. Experience utilizing project management software systems. Preferred Qualifications: Currently possess or have the ability to attain the NETTCP Quality Assurance Technologist and USACE Construction Quality Manager Certification.
